Section 47A
The state government can make rules

(1) The provincial government may make necessary rules to make disaster management systematic and effective in accordance with this Act.
(2) Without prejudice to the generality of the rights conferred by sub-section (1), the State Government may make rules in the following matters:-
(a) regarding the formation and functions, duties and powers of the Provincial Disaster Management Executive Committee,
(b) The amount in the provincial disaster management fund, related to its operation and management (c)   In any other matter which may be provided for by regulation in accordance with this Act.
(3) Rules made by the State Government in accordance with this Act shall come into force only after publication in the State Gazette.
